fingerprint card in Illinois, question?

Pinoy *******. i know there are lot of threads and posts regarding this topic but none seem to answer my question. in getting the IL fingerprinting card, i have send an email to ([email protected]), i wrote i am an NCLEX applicant and i wish to request for the IL fingerprint card, is that right?they haven't replied yet. will the fingerprint card be also sent to my email via attachment, if in that case, should i print it in an ordinary bond paper or any special paper?

I have also read that i can request at this address:

which means i have to mail to them via LBC/FEDEX, tama po ba? which would also mean it cost me more? if i use this medium, will they also send me the fingerprint card via mail to my address as in ************? will i have to pay them for that?
