Work environments that typically are 8-hour shifts are LTC, PACU, clinics and outpatient facilities, corrections.
Where do these jobs typically place openings? I cannot seam to find them.

You might also try psych facilities. I do my job searches of Monster, Indeed etc,,,,, Also several nursing websites including this one have job search engines. They don't always list themselves as 8 hours shifts but may say something like full time 40 hours per week. These jobs are usually in LTC, PACU, Clinics and outpatient surgery centers to name just a few.

Look into specialties and units that offer 8 hour shifts. There are lots of options, I've seen 8 hour shifts in corrections, hospice, psych, school nursing, community clinics, dialysis, outpatient surgery, ambulatory centers, SNFs, etc. Some hospital units may also offer options for 8 hour shifts (the peds unit where I did clinicals staffed in 8 hour shifts). Or you could look at options away from the beside like case management, nursing management, staff education, nurse consulting etc.
It may take some digging around but there are a lot of jobs out there that don't employ 12s as the standard shift.

Some places may even offer 4 hour shifts. At my current position, I only worked 4 hour shifts until very recently.

There are hospitals around here that do 8 hour shifts; I work at one. I work 7-on, 7-off, 8 hr shifts. That's only 56 hrs per pay period, though, so I usually will pick up a couple extra shifts on my week off. There are 8 hr jobs in environments that do 12 hr shifts, too. Try looking at endoscopy, wound care, case management~ good luck.

I've worked on both ER and Med-surge units that have both 8 & 12 hour shifts. The ER really seems to work well that way because unlike a medical floor we can't have everyone giving report at the same time.
