I am a foreign nurse who passed the NCLEX-RN exam from Vermont State Board and I have applied for a license transfer to Georgia Board. When I checked my status online, it shows that the PRACTICE REQUIREMENT is pending.
Can someone explain to me what exactly they mean by this requirement?

I don't know your time frame but it probably means you are in the system and they are checking on your information. I believe they are like most government agencies in GA and are struggling with budget cuts.
My suggestion for dealing with them (which I have had to multiple times during my last re-license episode):
- Email them so someone has to take responsibility
- Call them on the phone
PS: must add the person I dealt with was very polite and responsive....

There is a section on the endorsement application about your past employment history with a form for your previous employer to verify RN employment. This is the practice requirement.
I also suggest following up FREQUENTLY. In my experience some responders were more knowledgeable than others... if you get someone clueless, call the next day and ask someone else.

I just mailed in my Georgia application for endorsement today. Boy was that a headache to complete!! I don't remember my Michigan application being that involved.

I am in the situation. Degree from Ireland. Passed my NCLEX through Vermont. Living in GA. Need to know if CGFNS is required. Do you know?

You really need to contact the BON and ask them yourself. As a foreign trained nurse you generally have to meet requirements for foreign trained when endorsing. The BON are the best ones to indicate what their requirements are
