Endorsement & Temporary Practice Permit in PA - timeframe?

U.S.A. Pennsylvania

Published

I'm a NJ RN and I've applied for endorsement in PA with a temporary practice permit.

I sent in all the paperwork, check, paid nursys to verify my license, and my school sent my official transcript to the board. The PA board should receive everything in the mail by Monday.

Anyone know approximately how long this process takes? I have an interview next week, and if all goes well, they would want me to start on April 8th. But I need to have my TPP for PA to start orientation. I'm hoping I can go to the interview and be able to say "I should have it by then."

I know the NJ BON is notoriously slow, but if you are persistent with calling/emailing or if you show up in person, they'll issue your license. Is PA like this too?

You will ge physical paper license in the mail. Approved license/ Permit number can be found at PA License verification

I submitted my application for endorsement and temp license last Wednesday. The only items that show that have been received are payment and child abuse CE. I mailed my official transcript on 11/28. I mailed my letter of good standing to CA BRN on 12/3. I submitted my FBI CHRC on 12/5. I called the PA BON on 12/11 to check the status of my application. I was told that I'd need also my CHRC from CA Department of Justice. So I went and got LiveScan the same day. The lady I spoke with from PA BON said that the evaluators have not got to my application, yet. She also said that it takes about 45 business days from receipt of application.

Some people on this forum said they got their temp license within 2 days of application. Even my friend from CA who is working at the same hospital I'm supposed to work at in PA received her temp license within 2 days. So I don't know why it's taking especially long for mine.

I'm getting super anxious because I already have a start date of 1/28/19 in PA. I really hope I get my temp license before that time. I'm especially worried that the holiday season will slow everything down. I don't know what I'm going to do if I don't get it by then. I'm so ready to get out of my current job in SNF :(

Did you get a TPP or just the licensure by endorsement?

Update: As of Dec 19, I got my temp license. A person from HR at the hospital I'm starting at in Jan in PA emailed me Monday to ask the status of my PA license. I was told that the hospital and the board were working together to expedite the process. I called the board yesterday to ask about my temp license again. The person I spoke with said it should be a couple more weeks before my app for endorsement is evaluated. Then several hours later, I get an email from the board that I have been issued my temp license. It took 2 weeks to get the temp license from the time I submitted my app. Only two items on the app checklist have not been completed: the verification of education and the letter of good standing. Hopefully I can get my permanent license before my temp license expires!

Does anyone know or can explain the difference between "License by endorsement vs License by endorsement with exam"? I am a CA resident debating to just get CA license first, then endorse vs straight PA license. I'm assuming most employers are okay with a TPP? Temp licenses are hardly used anymore where I am from.

P.S. thanks for the info on timelines - it was extremely helpful!

License by Endorsement with NCLEX: Application is for individual holding an initial Nursing License in another State/Jurisdiction or Country where initial NCLEX results reported and license obtained.

License by Endorsement: Application is for individual holding a Nursing License in another State/Jurisdiction or Country applying for a Pennsylvania License &/or Temporary Practice Permit (TPP}; may have additional license from different state where initially licensed ( some nurses place initial license on inactive status, not recommended) or even multiple state licenses.

If you are a new nursing school grad, and not planning on working in CA, just obtain PA license if you are planing to work here; No need for license endorsement. Many employers in urban areas not hiring with just TPP--save your money. It may take a little longer to obtain PA license since education outside PA and state may not be familiar with nursing school curriculum.

Best wishes obtaining position in PA.! Great state for excellent health care and supportive of nurses.

Hello - I am applying for a Pennsylvania license and am surprised by the requirement for a criminal records check from all the states I've lived in for the last 10 years or an FBI check plus my current state. It looks like it will cost between $35-90 to get this from my current state (I can't tell which type of form I need to request). I didn't have to do anything like this when I applied for my license in my current state.

It seems kind of crazy that each state requirement is so different and I want to make sure I'm not missing something and I really have to do all this...

Edited for some more questions :

  • the Child Abuse CE is not required for RNs applying for licensure by endorsement?

'all persons applying for issuance of an initial license or certificate from any of the health-related boards'

  • How do I apply for the temporary permit? I don't see that as an option in the drop down menu when you first start filling out an application. I haven't made it past the first page of the application, so maybe it will be an option later on...

@heather789 did you figure this all out? I'm just starting the process and have only 26 business days to get the TPP... the background checks from 2 states plus FBI are giving me a minor heart attack. One slowdown is going to make this not work!

What is the address to send official transcripts to? I can't even get to that part of the online application until I have all my fingerprints uploaded ? but I figured I should submit that now rather than waiting.

Update for anyone else worried about this: I just spoke to the BON and they said that for applicants from Ohio, California and Arizona (the states that aren't able to send their CHRC) you only have to do the federal FBI check, even if you have lived in other states in the last 10 years. Yay!

Hi, yes I have and my application is in process.

You do have to do the Child Abuse CE - it's $25 online here https://ce.psna.org/continue-education/courses/

The background check from the FBI actually went through very quickly - I got my fingerprints done digitally at the local police station - you can do a google search to see where they're done near you - and I mailed it in with $18 to the FBI. They emailed me back my results.

I did a name/DOB search with my state and that was also pretty quick and they also emailed me the results.

I requested my transcript from my school at the beginning of my application process as I knew it would take a long time - I just had it sent to the BON -

At some point in the application process, you can also select the temporary permit. I think that was in the beginning.

Update for anyone else in this situation:

Original submission of docs for licensure was May 31. I received my full license (not just temp practice permit) on June 6. What?!?

On June 1 I got an automated email from them stating that I hadn't listed the states I've lived in, since I only selected "federal FBI" on the application (I live in Ohio-- not required to send background check from my state). They told me to upload a letter stating where I had lived/worked/studied in the last 10 years. I did that through PALS (you have to upload it to the part that says "discrepancy" for the discrepancy to go away.

I'm in the process of submitting my application for my PA license and TPP. For whatever reason I thought the $120 included both. Silly me. Finances are super tight right now and I'm a little shy of the needed $190 for both forms. So my question is.... Can I submit for just the Endorsement License and go back into my PALS account and submit for a TPP? When I try to do this on the drop down menu it tells me the form isn't available online. A lady I spoke with at the board told me you can't apply for JUST the TPP without also applying for the license.

I'm set to start my new job in PA on 9/23 (I know it sounds like I'm procrastinating, but it all happened so fast... submitted for contract and was approved 2 days ago. I was upfront and my employer knows I'm not licensed yet and are kindly waiting.) and I'm terrified if I just submit for the license now and try to go back and get the TPP later that I'll just end up not able to get the permit and then I'll be stuck in 4 months of PA License limbo.
