Let me see, feds are going to give 1.5 million to health depts to fight flu. That from a goverment that just gave billions and billions to crooked bankers. Hmmm, what is wrong with that picture.

A few random thoughts on your post.......

It's important to keep in mind, the refusal of some states to accept the federal funds.

In order to get $$, health departments need to ask for $$$$$.

Squeaky doors get greased.

Bankers complained mightily that they would file bankruptcy proceedings if they weren't rescued, and then exhibited what they do best, rewarding themselves when they have funds.
