Have you at any time contacted them to see what the delay is. For many it is incomplete files. You really need to contact them

Definitely check to see if they have a completed file on you in the first place; many times schools do not send in the proper documentation. Or there is an issue with the fingerprints.
When all is received in a timely fashion, the wait is usually four to six months in most cases.
And just to clear up something else, you applied for licensure as an RN in California; it is impossible to apply directly for the exam, and there is no mention of the exam on the application that you have completed. Please also be aware that once you do get permission to sit for the exam, you will be waiting one month to get your results, and you will not receive a license, but only a letter that states that you have passed the exam.

Presuming your files are complete, it is not uncommon that it may take more than the alloted 4-6 months time-frame CA BRN has set for processing foreign transcripts and right now you are still within that time-frame.
I know people that took 8-10 mos. for CA.

I also have the same concern. Ca BON received my application Sept. 20 '07. They sent me a letter 1st week of January, asking for a copy of my Philippine license. I sent the authenticated copy Feb. 1,through express mail only (less than 100php only). The postmaster said Ca will receive it within 5 days. I called up BON 2 days ago ( 3 weeks after mailing the copy) and the woman I talked to informed me they have not received it yet. She also said that a mail takes 3 weeks from the Philippines to reach them. I'm so confused about what she and the postmaster told me. What shall I do?
Give another week or two and ask again if they have received it yet.
I doubt it reached U.S. within 5 days. Even Fedex/DHL takes 3 days for their package to arrive in the U.S.
If it was truly sent express then it has a number that can be tracked on the envelope.
Highly doubt that it was sent Express, and then told five days. That does not add up. And the cost for express services is in the range of $15 US, far more than what you paid.

I'm sorry for that. It was only through special mail not an EMS. But thanks for your replies, I've already called them up again and they told me that I am now eligible to take the exam but I have not received the letter yet because it was only Jan. 21 when they release the eligibility. Can I register to pearson vue now?
If you have been told you are eligible then yes register with pearsonvue and they will send your ATT once they get confirmation from BON
