When creating a cover letter with no knowledge of who oversees the concerned department, how do you properly address them or how would you go about finding the necessary information?

The standard is To Whom It May Concern, since it is neutral. You can use Mr/Ms/Mrs, but I saw this only once. If you want to find a name, try to search a department at a healthcare facility to which you are applying. You should have a phone number, so call up and ask about the designated person in charge of interviews/hiring process.
