There was an agency who called me who is offering this CAS training in order to work for Australia is this true?

The program says you need to pay about 240 000 pesos and you will undergo a training and review to take the written and clinical exam in australia. And it is assured you will land to a job to the second largest hospital in Australia.

Is this the best oe fastest way to work in australia as a nurse?

What is the legal way for this and the requirements needed?

Each state will be different but this will give you an idea as you don't mention which state you are thinking of applying to

Not sure if you have written the NLE or not, but that is a requirement before anyone can be considered for licensure in Australia from your country.

Agencies cannot guarantee anything, they do not make the final determination if a facility will hire a nurse, as well as they cannot guarantee one that they will qualify for the visa in the first place to complete a training program down there.

That price also sounds quite high to me as well. What do you know about this agency in the first place?
