Long story short, I finished nursing school and pass all my classes. I didn't go to the "mandatory unless you give us a legitimate excuse by October 10th" graduation and apparently they're not going to send my transcripts. At least thats what my class president told me. I call BS on that- but is that possible? I didn't walk, so they can hold my transcripts and not send them to the Board of nursing?

When (if) you don't comply with instructions, can you blame TPTB for following through with their promised consequence(s)? It seems to me that informing them of the reason for your decision was not a big inconvenience. Now, you might be getting inconvenienced because you did not take them seriously.

Your class president is hardly a reliable source on whether you have met the school's graduation requirements. Have you discussed this with someone in your programs administration or the registrar's office? They would be in a much better position to answer this question.

Why don't you ask the school lol I'd have a hard time believing that though.
According to the school I will not fulfill graduate requirements if I do not go to commencement. My question about holding my transcripts was completely ignored. Heaven forbid I was sick with the flu or got into a car wreck. But I literally see the option to request official transcripts so That’s what lI’ll do just in case

You need to check with the school. Commencement and graduation are two different things. Most people in college go to commencement before they've even taken their finals and can still fail and not graduate. You need to look into your school's rule on graduation.
If commencement is a requirement to graduate, then you need to talk to them about how to graduate. If it's not and they're not sending your transcripts, then you need to look into why, it could be that you owe money, or it could be that you never applied for graduation.
