You don't apply "for an NCLEX." You apply for licensure in a US state, and passing the NCLEX is one step in that process. Once you have submitted all the necessary documentation and met all the other requirements, you'll be authorized to test. First step is knowing (or deciding) in what US state you want to be licensed (where you want to live and work).
If you pass your nclex in the States, will this be permitted as proof required for Australia. Im not sure and haven't looked into it too much, but working as a nurse in Australia has always appealed to me. Please let me know if you know the answer otherwise I will call the board of nursing next week

If you wish to work in Australia you need your education and credentials evaluated by APHRA as an international nurse.

A US BoN only oversees nurses and nursing candidates in their respective state. The NCLEX is irrelevant to practicing nursing overseas. The state BoN would have no information regarding licensure or work as a nurse in Australia.
You usually need a BSN (from an accredited school) plus work experience

You apply to and pay for CES from http://www.cgfns.org
Then you complete the application for license by examination from UT BoN: http://www.dopl.utah.gov/apps/nurse.pdf
