What does this mean? The manager told me she would follow up when they make a decision. My application says this online. I'm assuming I'm not in the running anymore? Or maybe they are prioritizing someone else? Idk does anyone know what this means?

No idea???? Call human resources. In most institutions the managers decision has to go through human resources.

Can mean a lot of things, most of them not favorable to getting the job unfortunately.

Just a guess, but it might mean the position is on hold. Something may be temporarily preventing the manager from filling the position.

^^^^ This. Happens all the time. Various reasons for this include: budgeting or position duties have changed, the person in charge of the hiring is not available for a time period or is out on a leave, etc.. Could it also mean somebody else might be first for the job...sure. But don't get your hopes down. It's not over til it's over!!!
I once applied for a job (non-healthcare) in February and didn't get the first call until July! My application had an on-hold status a few weeks after submitting it and stood like that until I got hired in November!! HR lady explained they had other positions that were more time-sensitive to fill so she had to get those done before coming back to me. The wait is brutal, I know. Hang in there!!
