How would you word this on a resume? Help Please

I am applying for CNA and Patient Care Technician positions while I completed LVN school. I am certified by the state as a CNA however I just found out that my Phlebotomist certification class that I completed does not allow me to take the state test (yeah really mad about that since the community college I took it through said it would but I guess I should at least be thankful I did shell out thousands of dollars on the class)

Anyways, while I did complete the house to become a Phlebotomist the community college I completed it at is not approved by the state. When I list it on my resume should I say that I am Phlebotomist certified even though I'm not STATE certified? How would I word this on the resume.

So far I have included it in my career objective as follows:

Nursing Student, Certified CNA/Home Health Aid and Phlebotomist trained individual is seeking a full-time or part-time CNA, Home Health Aid or Patient Care Technician position that will allow me to advance my skills as they relate the medical industry.

Also, Do you include other "non-healthcare" related jobs on a health care resume? All of my other work history is administrative.

I'd list the phlebotomy experience but not certified because the state certify you. Actually, an objective isn't really needed on a resume anymore, especially if you're applying for a certain position. If your healthcare experience is very limited then I'd list up to 10 years of job history. My Nursing Jobs only go back 5 years and those are on my resume, but if I'm required to submit 10 years worth or more than 2 employers on job applications I'll put my previous job in billing because I was there 7 years and it shows longevity.
