"Best" varies from person to person. Figure out what school characteristics are most important to YOU before making a decision. What is "best" for someone else, might be totally wrong for you.

For example, if I were looking for a school ... I would want one with a very positive reputation for being academically rigorous. I would want to be sure that other schools and employers would respect the program highly. I would want a program with a proven track record, not one that was new. I would want the ability to visit the campus and meet face-to-face with my professors if that were necessary -- even if the classes themselves were taught online. I would want a program in which the curriculum was a good fit for the type of work I wanted to do -- courses that were of interest to me and that would help me with whatever I hoped to do in the future. (If that is grad school, I would want a program that would prepare me well for grad school. etc.)

For some people (not me) ... they want the easiest program that will require the least amount of time and effort on their part. Other people want the cheapest route Still other people want a program where they personally know someone who went there recently who can be a resource for them if they have a problem. etc.

What characteristics are you looking for?

Fast, cheap, and good: you may only pick two. Fast + good = not cheap. Cheap + fast = not good. Cheap + good = not fast. It's the principle of the Project Management Triangle, lol. Although the one that may come closest to all three is probably .
