CGFNS Denies VisaScreen® Certificates for Philippine Nurses Who Passed the Compromised June 2006 Philippine Licensure Examination

PHILADELPHIA, PA — FEBRUARY 14, 2007 — After careful consideration, the Commission on Graduates of Foreign Nursing Schools (CGFNS International) has decided that those Philippine nurses who were sworn in as licensed nurses in the Philippines following their passing the compromised licensure exam of June 2006 are not eligible for a VisaScreen Certificate. CGFNS began investigating this issue soon after the first reports of irregularities were received and sent a fact-finding mission to the Philippines in September 2006. CGFNS has concluded that the licensure process for those who received their license as a result of passing the compromised June 2006 licensure examination raises significant questions about the accurate assessment of the competencies of many of those individuals.

Therefore, CGFNS is unable to certify that the licensure is comparable to a U.S. license. In this instance, applicable U.S. immigration law will not permit CGFNS to issue the VisaScreen Certificate required of internationally educated health care workers to those nurses who obtained Philippine licensure on the basis of passing the June 2006 nursing licensure examination. CGFNS notes, however, that the June 2006 passers are able to overcome this bar and qualify for a VisaScreen Certificate by taking the equivalent of Tests 3 and 5 on a future licensing examination administered by Philippine regulatory authorities and obtaining a passing score.

For those that want to go to US...we need to take the board or certain parts of the board this June.

Ok, let me get this straight..I passed the june 06 board exams..does this mean that I have to retake tests 3 and 5 before cgfns issues visascreen? And what if I plan to take the nclex on a non-cgfns state like california? do I still need cgfns even if I've passed the nclex in that state? i'm kind of lost in this issue..

Yes, you do. The NCLEX and the Visa Screen Certificate are two diff. things. The latter is used as a screening mechanism by Immigration for Immigration purposes.

Some June 2006 passers had already taken and passed the NCLEX but will not be given Visa Screen Certificates for their immigration purposes and everyone needs the VSC, unless of course that if you are a green card holder already then you will not need it.

i think the u.s. decided already for those who can't decide for themselves like me... i tired of all the issues and i guess it's now time for the retake... not just for pardon or compromise...

i just hope the prc will make things better because they are the one who made things worst for all of us!!!

If there will be a retake.. THEY SHOULD schedule it soon.. and by the way.. according to cgfns we only need to retake 3 and 5.. why would rosero want us to retake 1 to 5 haha. *shakes rosero* hmfff

Sad to say about this bt all I can say is. It is pitiful to say that someone outside the Philippine jurisdiction knows and have a clear view and stand on Philippine nursing exam!!!!Gosh... So funny....

I personally agree with CGFNS, because we can't tell whos who passes .

To the test takers/passers, all I can say is prove to the world that you deserve the PRC card you have....

do i really have to get this VisaScreen? i thought i just have to pass the nclex-rn exam to be able to work in the US? can anyone enlighten me on this?

Does passage of the NCLEX or the CGFNS Exam make someone who passed only the June 2006 Exam eligible for a VisaScreen certificate?

No. The passage of the NCLEX or the CGFNS Examination is only one of four general VisaScreen requirements. Under normal circumstances, passage of either examination will fulfill this particular requirement. However, the license of those Philippine Nurses who passed only the June 2006 Exam has been determined to be "not comparable" to a U.S. nursing license due to the fact that the licensing examination given by the PRC was compromised. Therefore, the VisaScreen certificate cannot be issued, as required by U.S. immigration law and its implementing regulations to those participating in only this compromised examination.

US immigration requires that all that wish to get a green card on their own present a Visa Screen Certificate.

A nursing license does not give you permission to work in the US, you must have a visa that will allow you to do so. That is why there is so much talk of the VSC.

Thank you all for clearing this issue for me. I guess it would be less of a burden for June 06 board passers if cgfns issued the said ruling before the board exams of december 06. I was just wondering why it took them this long, when the issue has already been resolved back in the Philippines. I'm one of those who passed last June 06, it's just so unfair.

Please be advised of not committing fraud and/or mis-representation when applying for Visa Screen Certification and do note that CGFNS/ICHP has the right and can revoke any Visa Screen Certificate at any time if the recipient becomes ineligible after he or she receives the certificate.

Fraud and/or mis-representation has many forms. Some examples are written on page 15 of the Visa Screen hand book but it is not limited to those given as examples of that hand book. Thank you.

Impt. quote from the Visa Screen hand book (2007): "Any effort an applicant or through another person on an applicant's behalf to deceive or defraud CGFNS/ICHP into issuing a certificate or statement is grounds for revocation of that certificate or statement"

There were actually quite a few that listened to what we had posted here and rewrote the exam in December and now are all set with going ahead with everything.

If you remember even months ago, there was a big issue with hospitals not wishing to employ anyone that took that exam, and that was in CA. We encouraged everyone just to rewrite the exam in December and not wait for the official CGFNS word on it, as if you were in the US, you would have know that this is what the final decision would be.

CGFNS is under contract to the US Federal Government, they need to follow the US rules and need permission to make a change.
