Is he an RN or is he an LPN?

Which exam did he apply for? If he applied for RN, he can't just randomly switch exams to LPN.

His an rn but he had tried it 8 times and still fail so he want to give a try to pn the cgfns have approved his credential his from philippines he need a new applctn for pn?

NJ he is not eligible. Only graduates of practical nursing programs are eligible for licensing as an LPN in NJ by examination or endorsement. Even if he successfully challenged the LVN in CA by method 3/equivalent education he could not endorse to NJ or many other states as he did not graduate from a school of practical nursing. There are no exceptions on NJ. There is no challenge option in NJ.

In NJ it doesn't matter if he's a foreign grad or US educated, only graduates of approved schools of practical nursing are eligible for a NJ LPN license by exam or endorsement.

Having an LPN credentials evaluation for NJ by CGFNS would be a waste of time and money as he does not meet the legal educational requirements for an LPN license in NJ. (I think only Canada (RPN/LPN) & Australia (EN) educate and license LPNs. LPN is not recognized in the Philippines. And enrolled nurse was phased out in the UK quite some time ago)

Your friend can remediate, attempt a refresher course and try for attempt #9 or find a different career to train for. Rumor has it NJ BoN may put further restrictions on number attempts of NCLEX in the near future.

He won't be eligible to be licensed in NJ even if he met the NY requirements and passed the NCLEX. You need to check NY BoN if it's possible. He would need a CVS assessment from CGFNS if eligible for NY BoN

LPN is not a consolation prize. If one cannot pass the NCLEX-RN in 8 attempts perhaps language comprehension is the issue. It's not likely (if he's even eligible) that he will pass as the cognitive difficulty of the NCLEX-PN and NCLEX-RN are the same. The content & scope of practice is the difference.

Since you are very close to the situation (it is your friend), you probably don't see what is most obvious to those of us farther away from it: your friend is not competent to practice as a nurse of ANY kind in the US.

He needs to attend classes here, with current content, and learn whatever he is currently lacking in order to successfully pass the NCLEX. At this time, it appears he either doesn't have the required knowledge, or doesn't have the ability to apply that knowledge appropriately, in order to pass the licensing exam.

Seeking out a way around the basic problem (lack of ability to demonstrate competency) is not going to help him at this point. Sorry.

Yes. In most states only graduates on pn programs are eligible for the NCLEX-PN/LPN licensure. But they are separate applications, separate fees and also an additional $200 exam fee.
