My friend allowed the bon to take the nclex rn and he wants to take nclex pn does he have to apply an application again for nclex pn and pay 143 dollars again?

If your friend failed the NCLEX -RN 8 times why does he think he can pass the NCLEX-PN? If a foreign educated nurse he may not be eligible for the NCLEX-PN.

His a graduate of pn then he had continue it to r.n

In the US in order to attend a bridge program you must pass the NCLEX-PN and earn your LPN license as a condition of acceptance. Your stories regarding this friend don't make sense. Did he graduate from a US or overseas program? Previously you stated that your friend failed the NCLEX-RN 8 times so he wanted to try the NCLEX-PN and were given solid advice. This is the first time you state he also graduated from a PN program which doesn't make sense for the reasons stated above.

Either way yes he has to pay a new fee to be assessed for a different license. If he graduated quite a while ago, many states have time limits on applying for a license by examination post graduation.
