I know one filipina who left to Norway right after graduation and was issued a Hjelpepleier autorisasjon and she is now working as one in Namsos. Helsefagarbeider is the lowest rank. If they issued you a Hjelpepleier autorisasjon, you need to go under some sort of a "bridging program" to become a RN in Norway, then what more if they issue you a Helsefagarbeider certificate
then you might start from scratch to become a RN

And as for jobs, you just need to cross the border (ferry) and go to Kristiansand and look for jobs there.
