I received an email that explained the RN Nclex will be more difficult to pass starting April 1st, 2004? Anyone know anything about this?

Depends on who you ask. I definitely did hear from the horse's mouth (http://www.ncsbn.org) that the test will be restructured for April 2004 (mind you, they changed it in April 2002.....another change already?). More question types, like multiple answer type questions. All the details can be found on the website.

Yeah, along with the new type questions being seen more.. They are uping the passing rate making the test more difficult to pass, due to "public safety". There is some scientific code that tells what the exact numbers are. It is going from -0.3500 logits to -0.2800 logits, which is 0.070 logits higher... I have no clue what it means.. :)
They review the test every 3yrs and evaluate the passing standard, so I guess this was the time...
The one good change in the NCLEX is you can retake it every 45days, rather than waiting the 90days.
