i have failed nclex when can i register an appointment

You can register now and you should. You have to submit another app for retesting and wait for it to be processed and also pay the fees. Which could take a few weeks. You wont be able to schedule a date prior to those 45 days being up but you can still set it up. I am currently going through the same thing

$200 is the NCLEX registration fee. Some states,like CA, also charge an application fee to retake the NCLEX. Check with the state BoN

At this point, I strongly suggest you ask your BON for this information, as what you're reading here doesn't seem to be helping you understand.
