Based on what the OP posted here, I don't think he or she is a resident of FL. Rather, I think he or she is trying to challenge the NCLEX-PN and then endorse the license to their home state.

When you say you've "spoken to nurse lawyers" have you retained counsel? Or was this was an initial consult only? If it was the former, in my opinion you should retain counsel; after doing so, he or she will best be able to advise your best course ...

I think you'll find that a license obtained by challenging the NCLEX is going to be difficult to endorse, and most likely impossible with the vast majority of states that require completion of an approved program to write the NCLEX.
