Once your I140 is approved you are, at the moment, affected by retrogression. NVC will not issue visa fee bill until they are ready and the prediction of a visa being available for you. Once they have received payment of visa fee bill they will then ask for DS230.

There are a few threads and comments on DS230 may be worth checking them out

Can I ask that you have a look at your typing as starting every word as a capital makes it very hard reading.

The I-140 is not affected by the retrogression, but everything else afterwards is. As long as there is a retrogression in place, your file will be put on hold. We are not sure when things will be lifted, but expect that some will still be under for sometime. Remember that it is based on where you are born, not where anyone is currently residing or working.

My agency called me yesterday to say that my I-140 (PD Jan 8th 2007) was approved and that NVC has issued a visa bill for me. I thought I was stuck after the I-140, and that they wouldn´t issue a visa bill unless retrogression was lifted?

I´m not complaining, I´m just confused!

NVC will only request visa fee bill if they are ready to move forward with your file and I would say coming from Sweden the demand is not as high as other countries. Saying that if you have your receipt number you can check with NVC and make sure the agency is telling the truth as agencies are know to twist things, not that I am saying yours are but I think sometimes good to check on things yourself

Thank you for the extremely fast response to my question, where else can you get an answer within 5 minutes!

The agency is sending me all the papers this week since I´m the one paying the visa fee. I can´t see what they would win by lying to me but I guess I will find out what´s going on this week. I certainly hope things will start to move forward, I can´t wait to get to california!

I actually found some numbers about immigration sweden-usa and it seems to be under 300/year, so I guess you´re right.......

would just like to inquire where retrogression starts? is it in the issuance of visa fee bill? my agency did not thoroughly explain the process. i don't really mind waiting. just don't want to be kept in the dark. i just want to know what to expect and what is going on regarding their petition. my file was already forwarded to the NVC and we were sent with the DS 3032. we haven't receive the DS230 yet. is that under the NVC's discretion? thanks for the future reply...

It starts as soon as the I-140 is approved. Nothing will move on past that point.

Many times we see attorneys sending out a blank DS-230 to be completed so that when it is sent by the government, they can just complete it and return it. Be aware that it is only accepted when it has the bar code directly on it.

When is your PD date and when did you get approval on the I-140?
