Which state in the US doesn't need an SS number before applying for a registration?

Technically all states per federal mandate require a valid social security number at time of application if not before a license is issued. Whether it's enforced is a different story. You need to review the application for licensing by examination as an internationally educated nurse for the states where you wish to pursue licensing.

Suggest a read in this forum and then do a search looking at the states you plan on living and working in and seeing what is stated on the BON website

TX is one state, but if you plan to work and practice in the States, which legal working rights do you now have start to apply for a job? Any job in the States with any legit employer (even McDonald's) will need to see a valid working authorized SS#.

Or maybe you are close to finalizing your work visa? Or have some other legal means to obtain the proper working rights?

Most states will give you only so many years to "complete" your nursing application from the passing of the NCLEX-RN or else, one must re-take a new nursing program (2 year minimum) or re-take the NCLEX over again and have to pass again or enroll a refresher courses. Completion means supplying the state's BON the needed SS#.

Getting a license in one state is not by any means an automatic ticket to take that state's license and get approved in the state you really want to live in if you don't have the proper SS# (if it's a mandatory requirement to list the SS#) and still have to pass the educational requirements of the "new" state.
