What is the best way to file a complaint against inappropriate behavior?

I work at a pretty creepy place. I see drama, yelling, and provocations. I need to know the best way to report on negative behavior without being labeled a snitch. I am planning to report on a doctor who was making inappropriate racial comments against a patient. I am scared because the doctor is a known bully. I do not normally get involved. Everybody hates her for being mean to us nurses. I figure that somebody needs to take a stand against negative behavior.

If you have a nurses union maybe that's the best place to start? I think I'd talk with them first about how to go about it without getting into hot water yourself!

At my place of employment, there is a system in place to document behaviors related to pt care, including reporting providers when they are inappropriate to pts and peers; I can report an "event" through a hotline or through the computer system, as well as a corporate risk management hotline that is anonymous.

It would be in your best interest to find out what your employer has in place to report the behavior, and do it ASAP.
