VA Proficiency Nurse III Frustration & Appeal

I am feeling frustrated with the entire VA NPSB proficiency process. At my hospital, it is a good old boys system in which board members promote their friends and the other managers and shut the door on others. I am a staff RN with a MSN and years of experience. I applied for my nurse III after completing a hospital wide project and doing other work that met the 9 dimensions.

This whole process has me frustrated beyond words. My profIciency has been lost by HR multiple times. My initial NPSB review said I didnt meet 7 of the 9 dimensions. Before submitting my proficiency, I had it reviewed by 3 former board members who all said I would meet for a 3. I submitted a request for reconsideration after the initial denial, and suddenly I met 6 out of 9 dimensions. I am now appealing my denial to VACO. Has anyone ever done this? What was he outcome, and how long did your appeal take to be answered after it was sent off?

I have been repeatedly been told by my own manager "you cannot get a 3 without working in management" and "it takes multiple submissions to get approved". I do not think this is correct. It may be harder to find the time and get approval for a project, but staff RNs cannot be essentially "blocked" from promotion. The dimensions are black and white, yet a subjective system is used to approve or deny proficiencies. It seems so unfair at my hospital. I've seen other nurses get promoted who were friends with board members, while other truly deserving RNs who meet the dimensions and make lasting changed within the hospital are shut out.

Any guidance and other nurses experience with this would be greatly appreciated. I love working with our Vets, but the good old boys club and the oppressive bureaucracy had me ready to bash my face into something. I feel defeated. Thanks all

I was wondering if I see the nurse III example you used. I worked at the VA several years ago and had a hard time getting my nurse II (took over 2 years and several reconsiderations) but ultimately received it prior to leaving for another opportunity. I am now in the interviewing process for another position within the VA. Since leaving I have obtained my MSN in nursing education and have 9 years RN experience. I want to make sure I do better boarding this time around. I wish I had saved some of the information I had used when I worked there but I cannot seem to find it. Hi RN4KU, BSN, MSN. I have a tentative offer from the VA CBOPC as a nurse practitioner. I was given the Nurse qualification standards to fill out for Nurse III. What I have is about as clear as mud as to what is needed. I saw you have been through this before and offered to give people a copy of yours. I am desperate for some help to see an example to be sure this is what they are looking for! Could you please send me a copy of yours as well. I will be eternally grateful.

So today I was informed that I had until Sept 15th to submit my profiencey. Trouble is that I am shooting for Nurse 3 (like everyone else). Recently hired with the VA (6mos) as Assistant Nurse Manager, and completed my MSN during this time. Have been involved in 2 great projects which I think will help me get there but am at a loss on writing this thing after reading these posts.

Hi there! I just came across your posts and am very excited for you! I too recently applied and was interviewed for an NP position at the VA and am on pens and needles awaiting a response on whether I was selected or not. How long from your interview were you notified that you had been selected?

I just accepted a job as an interventional cardiology NP at the brand new New Orleans VA health system. I am also concurrently getting my CVNP-BC certification. I have 6 years of critical care cardiology experience, a BS in cell and molecular biology, a BSN, and a MSN. They brought me on to start as a Nurse II, step 3. I have no NP experience though, so I assume that's why. Any help would be much appreciated. Thanks guys!

I am experiencing the same difficulty. Would you help me as well? My email is [email protected]. I have been with the VA for 4 years and work in UM - similar to UR but no insurance. I have had four bosses in the past three years and my current boss has only been in her position for three months so he has NO idea what I do and I have been essentially been told it's all on me. I graduate with my MSN in three months with plans to become a Nurse Practitioner. Thanks so much. It's nice to know there are nurses out there willing to help cause that's not what I see here at my VA.
