You need to apply to their equivalent of the Board of Nursing. You will need to take their licensing exam in Spanish. And you will need to by fluent in written and spoken Spanish, just like they do if they wish to work in the US.
And I have never seen one travel position posted for there. You can work there with a TN Visa, but you won't find travel positions like you do in the US.
