You have to apply for a license in TX but without a SSN I don't see how you can accomplish anything.

You have to apply to and meet Texas requirements for foreign trained nurse and pay fees and also pay CA verification fee to move results across

You may want to transfer to a state that doesn't require a ss# as I think Texas does. When you figure out which state you want to transfer your results to you may want to visit the BON website and go to the section that applies (international applicants) to you and read thoroughly the requirements as most have a step by step process on what you need to have completed in order to get licensed by that states BON. Good Luck

I don't think Maryland require a SSN. Maryland is a compact state as is Texas.
If Texas is where you want to work, you may want to check the licensing requirement for other compact states. Probably some of them won't require the SSN.
Goodluck.
If not already in the US living in one of the states that is in the compact group then forget about the compact part of the license. If you do not have a permanent residential address in the state you will not be issued a compact license
