Touro Nevada cancels Spring 2011 BSN cohort!?

I made a similar post in a thread about Touro, but I need some quick advice

I got this email (below) yesterday. Should they refund the secondary application fee? Should NursingCAS refund me? I feel like they cheated out of money for an application that will not be reviewed.

Also, they've changed the admission requirements during an open application (fall) period; cum. GPA from 2.75 to 3.0. I've already paid NursingCAS to submit for fall. Can they really do this? It seems unethical.

For reference my current stats: cGPA 2.82, post-bacc GPA: 3.81 x 37 units, last 60 semester units: 3.52.

Here's the email:

Hello XXXXXX,

We are pleased that you have chosen to pursue your bachelor's degree in nursing at Touro University Nevada. We are writing to inform you that we will not begin a new cohort of students in March. The BSN Admissions Committee will begin reviewing applicants in June 1, 2011 for the next cohort. At this time, we encourage you to submit all your documents by the established admissions deadline. The Office of Admissions will contact you in regards to your admissions application and keep you informed as to when you will be reviewed by the Nursing admissions committee.

Our primary goal at Touro University Nevada is to ensure that our students receive the best possible education and have the greatest opportunity to be successful as professionals in the health care field. The Nursing department is working with the State Board of Nursing to enhance our curriculum to better prepare students to meet and pass the licensure examinations required by the Board. In addition, the Nursing department has recently made changes to their admissions standards by raising the entrance grade point average to 3.0. We are confident that the changes we make will ensure that your experience here at Touro will be as rewarding as possible.

I think that not telling you of the new cutoff would be unethical. Surely they are so overwhelmed with applications that they made their last GPA cutoff well above 3.0 and are saving applicants time and money with the new cutoff.

I do think you should get a refund since there is no cohort, but I doubt that is going to happen (try for a credit, at least that has a chance).
