A nurse participated in Texas Peer Assistance Program for Nurses (TPAPN) for chemical dependency for the 3rd time and I think it that too many time that the program is trying to help out a nurse! I believe it should be revoke! What do you think?

I might wish that you consider two things:
The nurse chose to participate in the TPAPN chemical dependency program, thus admitting that "there's a problem here".
...and...
It is a good thing that Texas makes available such a program, rather than legally nuking the nurse's career.
Yes, he/she apparently has a substance abuse problem. I suspect that everybody on Allnurses.com might be prone to some sort of problem, whether it might be chemical dependency, behavioral, technical, psych, or whatnot. No matter how "perfect" you or I might be, we are all weak imperfect little critters. If you feel otherwise, I might request that you reconsider your feelings.

It is highly unlikely that tpapn will let you into the program a THIRD time. I find that hard to believe. Very hard. There is a possibility that they'll let you in a second time, only the fees are much much higher and it is almost impossible,, unless you have lots of money (in that case, why be a nurse?)
Who told you that this nurse was on their third try at tpapn? I think it may be just hear say, and it's probably not true...
