Suzanne, i have friends from the philippines graduated in nursing and wanted to take the exam in chicago. Called and told them that the only requirement to take the nclex exam is the completed transcript of records. My question is... is it the BON requirement or CGFNS requirement? How long will it take to process their transcript inorder for them to sit for exam? So sorry im lost now hehehe! Just want to help though....

Illinois only has a credentials evaluation done by CGFNS requirement. It no longer has the exam requirement. The BON only requires a completed set of transcripts, and that is for most states.
CGFNS exam has had a requirement in the past, but you just needed to submit a letter with a reason why you are not lciensed in your country.
Remember, CGFNS does not grant a nursing licenses, only Boards of Nursing can do that.

Thank you for your response. But i still have a question....what is the first step to do? I mean which office do they have to call for the application of their transcript of records BON or CGFNS?
If they want Illinois, they need to submit to CGFNS for the CES first. Illinois will not do anything without that, and cannot do anything without that completed first.
They can still submit their application to Illinois at the same time, so that they are getting both things done with the same request.
The documents that are submitted to CGFNS can be used for the VSC.:)

Suzanne, I got CES application forms for my friends. Does state of Illinois still requires English exams?
The US government requires English exams for the green card/Visa Screen Certificate. There is no way around it unless you trained in the US, or are from an exempt country.

I learned from you that a foreign nurse can sit for the NCLEX even if she is not licensed (has not passed the board exam) in her country. My question is: How come CGFNS includes all licences held by the applicant in its evaluation. If one has a valid license, does this make her more qualified to take the NCLEX than the one who is not licensed?

having or not having a license in home country/country of education does not make any difference in a nurse's credentials/qualification to take the nclex. cgfns does evaluation of licenses if the candidate has one. it is mandatory for cgfns exam and certification but not for visa screen certificate only.
Thanks again Suzanne :) ..... Today I called the board of nursing in Illinois for the forms. Do you think I could go request the VSC forms now so that the CES, VSC and the forms from Illinois Board of Nursing will be process at the same time?
If they can afford it, that is the best way to go.

The only requirement is a completeds set of transcripts for working in the US. You do not need a license in your home country. And actually is not mandatory for the CGFNS exam, it requires a waiver from them after their approval.
Visa Screen Certificate doesn't require a license in any country, only passing NCLEX or CGFNS exam plus the English exams. For most states you do get a license when you pass the exam, but if you are going the route of CA or Florida, etc., you will not get a license issued until your immigration process is completed, so just verification of NCLEX passing is needed.
At minimum, you need NCLEX exam, English exams, and Visa Screen Certificate to get a visa to work in the US. There are a few states that do require the CGFNS exam, so just stay away from them. Simple as that.
