Any one out there know what states do NOT do a national back ground check? only a state wide back ground check,, thank you

For what? Nursing licensure?? Most are doing FBI background checks in addition to state screenings as far as I know.

i had to go to the sheriff's dept and have my fingerprints taken, which then had to be sent to the fbi in order to have a full background check for nursing school. it is my understanding that you could technically have a clean state background check, but then have some type of negative record with the fbi.
i am almost certain that every state requires a full background check, including fbi.

While state BON background requirements are important, more and more they are being one-upped by checks done by hospitals and clinical settings. So while you *may* sneak one by your local BON and obtain a license, whatever you are trying to hide (if there is anything), may very well come up when a hospital you apply to runs a background check. Oh, many places are using those Internet "we can find anything about anyone.com" services that cull public records from all 50 states.
Bottom line it is far better to be honest,get licensed and hired without having to look over your back. What might turn out to have been small beer to the BON may not prevent you from being licensed. OTHO lying or being seen as less than open with the truth can get you into a whole lot of trouble. This means you are dishonest, and quite frankly honesty goes along with being trustworthy, traits highly valued in the nursing profession.
