staff nurse making the schedule

Is that right for a staff nurse (not assistant manager) to make the unit schedule? Ultimately it will be approved by the manager but is this allowed?

Yes, and in fact has been the norm for the places I’ve worked that didn’t do self scheduling. The schedule was done by a committee of staff members, with a rotation of whose turn it was to do the fun of computer entry.
