Soon to be an RN and confused

I am an international student from India and will be graduating in Dec. '09 from a community college with an ADN. I know about the scarcity of nursing jobs available but I am optimistic about it. Anyways I need to know how to find a Govt. hospital or any hospital that will be willing to sponsor me? I need to plan out my future and I need help from anyone. Furthermore, I have not yet decided which area in Nursing I should work. One of my friends who is a nurse for 7 years told me that it would be a good idea to work in the Neurological department in the ICU and then after a year go into an Acute care setting. According to her it will be a good way to get enough experience to be accepted in any hospital. I need your help. :cry:
