when you have pt who has dx of schizoaffective disorder-bipolar type, would u code in section I " I5900. Manic depression (bipolar disease)" ?

Per medical texts, being labeled schizoaffective means having both psychotic and mood symptoms (major depressive or bipolar). Manic depression only refers to mood symptoms, hence, ruled out.

Agreed. Bipolar disease is a mood disorder, whereas schizoaffective disorder is categorized under personality disorders (even if it is "bipolar type"). It wouldn't be appropriate to code the mood disorder without that being explicitly diagnosed.

Schizoaffective disorder bipolar type is not a personality disorder. Julius may be thinking of schizoid personality disorder or schizotypal personality disorder.
Like Talino said a person with schizoaffective disorder is a person who has a combination mood disorder with psychosis. There are two types: the depressive type which is a person who has depression and psychosis, and the bipolar type which is a person who has mood swings from mania to depression with psychosis.
I don't know anything about coding, but I do know psych dx.
