Notice that he wasn't detained for more than 6 hours at the airport and then transported against his will to an isolation tent at anytime.
He should be able to go where he pleases and do what he pleases with whom ever he pleases until there is a symptomatic emergence which may signal the beginning of a contagious phase. He is more than qualified to monitor his own symptoms.
