I think that reciprocity between states means that a nurse can practice in those participating states without further exams, applications or CE. The states have an agreement that their nursing standards are equal.
I think that endorsement involves going through a process with whatever other state you want to practice in that may involve applications, testing, fees and CEs.
I have never done it myself, this is just what I am guessing. ...

Maybe so, I was just guessing at the definitions. OP might have to do a bit of go ogling or maybe contact her BON.
Wisconsin and Florida are both nursing compact states. So if you remained a permanent resident of Wisconsin, you could work in Florida with your Wisconsin license if you were on, say, a travel assignment or something. If you move to Florida/become a resident of Florida, you would have to obtain a Florida nursing license by endorsing your Wisconsin license. That's how I understand the nursing compact at least, my state doesn't participate yet.

What is the difference between a license by endorsement and reciprocity?
I am a RN nurse living in WI and would like to obtain my Florida license and I am confused.
I read both definitions and they sound the same to me.
