Reapply for nclex

i need some help regarding for the reapplying of nclex which i submitted my application and got att last 2011 but i didnt sit and schedule the exam due to unavailable testing center in my area. I called the nursing board of new mexico as advised by cgfns because i told her my situation and asked her what i will do and do i need to reprocess my ces or to submit new. So the staff in nsg board in new mexico told me that i need to resubmit the new application. So i called the cgfns again and the lady who answered my call are sounds like old and seems that she doesnt know. She just only told me to go to cgfns website which i can find the answer. So anyone knows about ces, do i need to reprocess or start again from the beginning which i need to ask my credentials from my school and submit a new application?
