As most of you know, I have been recommending initial licensure in NY for quite some time. And for those of you that did not heed the warning, you now know why.
New York is three easy applications only, next you take the NCLEX exam, then you get a hard license and can endorse to almost any state afterwards. Because of the requirements of the Special Credentials Verification for New York, you do not have to do any of the running around to obtain your documents. CGFNS will obtain them for you....after you sign the release and send them the money.
NY also requires two short classes that can be done on-line, one on Child Abuse, and the other on Infection. Both are available for about $15 each and take only one hour or so.
NY BON application can be found at http://www.op.nyed.gov. You only need to submit "Form 1."
The Special Credentials Verification can be found at http://www.CGFNS.org, as well as the Visa Screen Application.
Once you have received documentation from NY that your credentials have been received and approved, submit payment to Pearson-Vue for the NCLEX exam. http://www.perasonvue.com. They are the ones that will actually send you the ATT letter, upon approval of the Board of Nursing. Be aware that this ATT (authorization to test) is only good for ninety (90) days. You will have onlt that amount of time to get the exam done in, otherwise you will lose your payment and have to start again.

I am a french nurse and came 3 days ago as a dependent on an E2-visa. I sent my application for the NYS-CVS in nov.2005 (but not for the visasceen) and also sent also an application to the NYS board of nursing. Actually I m waiting for an employement authorization.
Is it possible to work as a nurse with an EA or do I also have to apply for the visa screen program ? and I ve heard that it might be possible to work as LPN if I have to wait too longer for my CVS??:uhoh21: Is there anything else I can do right now???
I also have an other question. Can I work as a volunteer in an international organization even if I don't have an EA???
can you help me a little bit because I m lost.

Thank you for the reply. My visa F1 visa expire on December 2009 and i am graduating this fall. How long it will take for that AOS? and since i am in South Dakota, do you have any idea which hospitals in south dakota have filed for greencards to their foreign nurses or willing to do it? once i graduat i will be no longer eligible to stay in usa on F1 visa. i will have 60 days to leave the country since i have used my opt before. Do you know how long that AOS will take. I am trying to sort out what hospitals in south dakota most likely to file petition for the green card too so that i will not run out of time when it comes to making decision. Thank you very much.

You can work as a volunteer without getting paid at all, that is okay to do without the EAD. If you are a dependent on a visa that will permit you to work, then you do not need the Visa Screen Certificate. The LPN will not be any quicker because you still need to go thru approval of your documents by NY. They are quite strict with foreign nurses. It can take about four months for permission from NY to sit for the NCLEX exam, have you checked your file lately with CGFNS? And since you are now in the US, have you changed your address with them, so that your mail from them doesn't get routed back thru Europe first? Same thing with NY BON. You need to make sure that the address that they have on file for you is the same one that you will be using when you register with Pearson-Vue, or they will delay the issuing of your license over that.
I have found out my bachelor degree was apparently deficient in paediatrics as we did 40 clinical hours instead of 80. As a result, I need to take a course with both theory and clinical practice (80 hours!!) to be eligible to sit NCLEX.
This is ridiculous - I am an adult cardiothoracic ICU CNS and have NO desire to work in paediatrics. You would think the US could work out something more user friendly if the nursing shortage concerns them - this is just so frustrating, and I feel like not doing it - very expensive, time consuming and useless.
In any case, does anyone know of online courses that would meet CGFNS/state board requirements to make eligibility? Of course the minimum time required would be great. What do you do about the clinical placement, just organize it yourself?

don't think there are online courses which you can do, may have to get in touch with local nursing schools and see if you can do the hours. Needs to be a recognised course by cgfns
The difficulty I am having and perhaps did not state clearly enough, is that I don't know what the hell is recognized by CGFNS. I have called them and they tell me that "oh, we can't tell you that, ma'am". I mean, if they can't tell me, who can??!!
I just want to know what level of course is required - one semester, 6 weeks, 2 days, what is the minimum that will meet CGFNS requirements.. and why can CGFNS not tell me that??
I totally symapthize with you as I have been there and done that. I had hassles with cgfns that went on for over a year. In the end I was on the phone to someone everyday for almost three months until I was finally given my report, which they ballsed up anyway, and I ended up having to go and do a semester at school doing both psych and maternal/infant health.
The next problem that I had was that there was no one who would take me on for one semester of schooling, I even had one university turn me down and then tell me that they would give me a job teaching as soon as I was registered here in the US!!!!!!!!
I eventually went to VSU which was over 2 hours drive away from where I lived and they couldn't have been more helpful.
Unfortunately once they have decided that you have to do the courses then there doesn't seem as if you can do anything about it.
The only thing that I can suggest is to look up on the state board website to find approved schools and then ring and apply from there.
As to the cgfns, they are totally the pits and if anyone can tell me who it is that you need to write to in order to lodge a complaint please let me know, because I doubt very much that lodging one with them directly would do any good.
When you next ring them and get the "I can't tell you that mam" try asking for the supervisor and see if speaking to someone in authority can help you.
Hang in there, it is unfortunately a slow and painful process to get registered here.

This happens all of the time with nurses from the UK, as well as the Australia. Canada actually has the same requirements as as, as well. They are not going to make things easier for foreign nurses coming here, if anything they would make it more demanding.
Clinical placement must be thru an approved school of nursing, same thing with the theory, it cannot be something that you organize yourself.
Best idea that I can give you right now, is to contact some of the community colleges in your area, and see if you can attend as a guest student to make up what you need. Unfortunately, you need these hours for licensure in the US.

Any program will be at least six weeks, they need to see the course on a transcript. And it is not just CGFNS, but all of the 50 states in the US as well.

Once she has a job and the immigration process has been completed, she will get her permanent CA license after she gives them her SSN# that has been assigned to her. She can't actually work without the SSN# anyhow. She can submit the documents from NY that are needed, or from where ever else, and just give them the SSN# when she gets it. She can get a CA license in a day if they have the verification from the other state already on file.
Whether she goes the route of NY, or another state, make sure that it is one that will issue her a hard license.
