It looks good on the resume. But like you stated, most hospitals/facilities require one year PAID RN experience. CA is awful as well.

Do ask the Board. And also remember that each state bases the applicant (endorse or examination) by their original education, not the latest state license.

You are correct. It seems that resource is gone. There is a new non-affiliated one for CA New Grad RNs. There is also a new non-affiliated generic one for New Grad RN.

Also know that most states take a period of length to process applications. They do not work fast. On TN Endorsement Application, all foreign educated nurses must submit a CGFNS - see page 2 (source) Good luck!
