    It's a grant, you don't pay back. Here in Illinois they will only pay for training program. I applied for them to pay for my first year of Nursing (LPN). They won't pay for the degree program....

    In my opinion, yes, medicaid is being abused. As well as other govt. programs such as housing, food, childcare, etc. I think there are a lot of people who actually do need some govt. assistance....
