Unless their initial deficiencies were somehow corrected, you can be sure that eventually the California BRN will catch up and require they return their license. It might not even be this license cycle, but possibly even the next. California's endorsement process has the same requirements as the new applicant process. Even though I'm a California graduate, I'm also technically held to the concurrency issue too. My school is BRN approved and certifies that all requirements have been met, including having concurrent didactic and clinical experiences. Because of that, I won't have to worry about the BRN having me return my License because of "deficiencies" related to concurrency.
The other reason I say that eventually they'll be noticed is that the BRN (with help from other agencies) knows that certain places have that concurrency problem... and they'll get very, very suspicious if suddenly a student comes through and has no concurrency issues. They'll investigate that deeply because fraud has been found before and they don't want to get burned on that again.
