PICO stands for: Population, Intervention, Comparison, Outcome.
PICO is a a type of research topic, but not all research topics fit the PICO framework. Some topics are great for general research papers, but not for PICO papers. In order to use cord blood banking as the basis for a PICO question, you'll need to identify a population and an intervention related to cord blood banking or the use of cord blood banking that has a control group or an alternative intervention for comparison purposes.
Cord blood banking may be too general of a topic for this paper. I'd suggest looking into diseases or conditions that banked cord blood is most commonly used to treat. Then compare the outcomes of patients treated using banked cord blood to those who were treated using another method.
