hi I wanna know if anyone here knows someone passed the LPN exam without English test and able to have his or her licensed released. or is there any case the English test is not required for any particular case. thank you

Did you study in Canada? If not, where are you applying from? Each province will have an outline of what is needed to gain registration including international applicant requirements

If the college lets you sit exam without asking for English exam then you don't need it. Requirements for IEN is clearly written on their website

The CNO may accept your additional education as evidence of English language proficiency, for information search CNO's 'language proficiency: other types of evidence'. You can also use the search tool in the top right hand corner of Allnurses to find other IENS who had their Ontario employer submit a letter that showed their work experience was evidence of English proficiency.
It can takes months to get this done, be mindful and get things done quickly. If you run out of time and do not complete the registration process before your proof of recent practice expires, you will be required to go to an Ontario nursing school bridging program.
