I finished my LPN-RN program from Carleen Health Institute. I took the NCLEX under New York state board and passed the exam. I'd been waiting on the license a couple of weeks and decided to call NYbon, was told the school is under review - hence they would not be issuing any licenses till the review is done. They also wouldn't give a time frame. Does anyone have any idea how long these reviews usually take or what could be done in situations like this?

It only needs to be approved. The Florida board of nursing no longer approves these programs.

Florida BON just approves the curriculum as stated when it is delivered to them. They cannot do site visits to actually see what is happening. It used to be that a for-profit school had to have a 10% below national average (usually 82-85%) for 3 years running.. Schools started instituting an 'exit exam' to bar low performing students from graduating.
The State instituted a new criteria. Schools had to obtain accreditation for CCNE or ACEN within 5 years or less for long time existing schools. But unfortunately even after a school knew they were going to lose approval they continued to admit students, collect tuition and fees.
Everyone needs to complain to the Florida Department of education, the FBON, the Office of the Governor ,I have read here he is VERY business $$$ focused. (I don't live in Florida so don't know) but it is best to contact every congressperson or state senator ) if you are effected. One in 17 nurses is a Registered voter. We count and we can hurt them in an election. Stop waiting for NYS or other states
Also send letters to the ANA and your local SNA. Aren't they there to protect our education and license?

I remember going to health career institute which then changed to hci college . Promised us they were in the process of getting the accen accreditation and never got it til this day

I see they now added Sigma. This definitely from me as I graduated 2020 but passed the NCLEX just recently. My school was FBON approved when I graduated but closed in Feb 2022 from poor pass rates. They were on probation also mid 2021 for low NCLEX pass rates.
