The Board of Nursing may be more helpful than Universities. If you don't find answers to your question on the BONs website, try calling the help center. I've linked the BON's contact info below. Good luck!
What credential do you have? Diploma? Have you had your educational credentials assessed by CGFNS or WES to determine comparability to US nursing education and credentials?
Are you seeking to earn a BSN? To do a RN to BSN you would need to be licensed in the state where the school is located, then have your credentials assessed for academic comparison. RN to BSN programs are designed for working nurses and will not qualify for a student visa. There are not a lot of nursing programs that participate in student visas as the competition for entry by qualified US students is often very high for very few spots.
If RN to BSN your difficulty if you wish to study in the U.S. is that they are nearly all online and as such cannot sponsor a student visa. However you may find a school, if you can get licensed as an RN in the US, that will let you complete the program without physically setting foot in the US
