Nursing student from Singapore needs advice

Hi there. I have a friend from Singapore who would like to study a nursing diploma in the uk. I know she isnt eligible for the busery but i'd like to know if she would have to pay fees? Also i rang uni of hertfordshire and they said she'll wouldnt even be eligible to sit for the course never mind pay the fees. However another uni i rang said that she wont be eligible for the busery but wont have to pay any fees? I was wondering if anyone knows what the true situation is. Singapore is part of the commonwealth but not part of the eu or eea. I would appreciate some advice.

Unless she has lived in the UK in the last I believe it is 3 years she will have to pay fees as she will be classed as a international student. As far as I know this would be no different even if she resides in the EU. I know if I was to go and train elsewhere in the EU I would still have to pay fees to that country. You are right in that she wouldn't get the bursary she may be able to get a job whilst training but would probably need to have proof on being able to support self whilst in the UK

Actually on the middlesex uni website it said that they have to be resident in this country for three years before they start the course and they must be here other than for the purpose of study. Also when they start the course they must be a permanent resident. Can you confirm that please?

Usually to be a resident of the UK you have to be here working or living in a legal capacity. This is what I got of this website http://www.ukvisas.gov.uk

If you are not a British, European Economic Area (EEA), or Swiss national and you wish to settle permanently in the UK, you must qualify under the Immigration Rules and must obtain an entry clearance before you travel to the UK.

Sometimes you don't have to be a permanent resident to be on one of the nursing courses but each university will have their own rules and UK residents will I image always come first for the course

It means that she needs to be on some type of visa that will permit her to live and work in the UK for three years, this is not a student visa. She needs to be paying taxes into the gov't to qualify for their schooling. But even with doing this, this does not automatically qualify her for admission to the school. And the rulings may even become more stringent in the future.
