The definition of noncompliance does not match your diagnosis
Behavior of person and/or caregiver that fails to coincide with a health- promoting or therapeutic plan agreed on by the person (and/or family and/or community) and healthcare professional. In the presence of an agreed-upon, health-promoting, or therapeutic plan, the person's or caregiver's behavior is fully or partly nonadherent and may lead to clinically ineffective or partially effective outcomes.
It is not in spite of following the treatment/plan of care.

I'm having a hard time with the aeb part of the diagnosis...Background: Diabetic patient with a stage III ulcer on one foot and 3 stage II lesions on another that looks fairly new....
Diagnosis: Noncompliance r/t increasing disease-related symptoms despite adherence to advised regimen aeb three stage II lesions on left foot
I already have an impaired tissue integrity for the stage III on the right foot and a risk for injury but i need one more that is not a risk

JustBeachyNurse has nailed it. :waving:: She obviously has the current NANDA-I 2015-2017. (p. 150) This is the only resource that anybody can rely on for accurate and uptodate nursing dx. Those handbooks are always a few years behind because it takes at lest 2-3 yrs to write and publish them.
There is no related factor for noncompliance that is increasing disease-related symptoms despite adherence.
Related to in nsg dx means caused by, not happening at the same time as.
