Please be aware that just because a state will issue a license without a SSN#, it does not mean that they will renew it without the SSN#. Most of them do not.
And from your other post, are you planning to work in Georgia or CA? If it is going to be Georgia, then you are going to need to meet their requirements for licensure, and you will not just be able to endorse a license to that state without meeting the requirements.

They will start the process and give you eligibility to sit for the NCLEX and even send a letter informing you if you passed or not.
They are just not going to give the license w/o the US SSN req't. Only the letter saying you passed the NCLEX-RN exam is needed to start a petition.
CA BRN gives 3 years after passing the NCLEX to furnish them a US SSN.

You can apply for licensure in CA, and even be given permission to write the NCLEX exam, but they will not issue a license without a SSN#.

which states will issue a license even without having an
SSN? I am planning to apply to CA But i found out that they cannot
issue a license without SSN. Since there is retrogression going on
right now, i think i better find other options.
