Is it possible to apply and sit for NCLEX if you didn't take or fail the exit exam? If so how would I go about doing it? Im in California.

You need an authorization to test from your school which you can't get if you don't take or pass a curriculum required exit exam.

Probably not. Majority of schools always have some type of exit exam one must pass.
If you do not pass, contact your professors or the director and ask if you can retake it, even if you have to pay extra to do it. I have heard some programs offer students an extra chance to pass, but you have to check w/ your school to see if they do.
