I would say starting point would be looking at the university in the city or province you plan on living and working in and see what requirements are. Be aware as International students it will be expensive

You would likely only be able to come on student visas and that would limit your ability to work. After school you would have to return home and apply to immigrate.

If trained in Canada they can stay and work for the same amount as their study permit once they graduate... ie if the course is 36 months then they get a work permit for 36 months. They can also apply for PR without leaving the country. The school/university has to be accepted and approved by CIC

I thought time spent on a student visa wouldn't count towards PR

As per the CIC website

[h=2]Immigrate to Canada[/h][h=3]Canadian Experience Class[/h]If you are a foreign student who recently graduated in Canada, you likely have the qualities to make a successful transition from temporary to permanent residence. You are familiar with Canadian society and can contribute to the Canadian economy. You should have knowledge of English or French and qualifying work experience.

You may be eligible to apply to stay in Canada permanently under the CEC.

Graduates may also qualify for other immigration programs; the Come to Canada tool is a good resource for those wishing to explore their options to remain in Canada.

Stay in Canada after graduation

I think what goes for them is training in Canada and that it is a way of keeping the experience in Canada
