Not that I know of. It is "Valid VA only", that is the only restriction that I know of. But, the event is in VA, so it's still within the state. I put in the application. There was a box for additional info. I explained there and sent an email to the contact person explaining it again. I told her that I am being upfront with it and I am not sure if I am still eligible, but it is what it is.
Okay, reply back from local Medical reserve corps-- the license is encumbered when it has any restriction on it, even being valid in only one state. So, having an order alone, without action, is still encumbered. I can participate, however, if my case manager/HPMP approves. Just in VA though.

Hey guys,
So, I want to do a volunteer thing next week. Form asks "do you have an unencumbered medical license?"
Is it general medical license or physician license?
If you are in monitoring is it encumbered?
I have been asking VA BON people and HPMP case manager...I think they were too busy today. It stinks though because it's next week, I think Monday, actually. I need to submit the form tonight.
